Method
 

For the Fudge Base
  1. Lightly grease or line an 8×8-inch baking pan with parchment paper, leaving a couple of inches overhang.
  2. Heat chocolate chips, sweetened condensed milk, and unsalted butter in a medium saucepan over low heat, stirring constantly until smooth, about 5 minutes.
  3. Remove pan from heat, stir in vanilla extract until fully combined, then let cool slightly for about 2 minutes.
For the Rocky Road Mix-ins
  1. Gently fold mini marshmallows and chopped toasted walnuts into the warm chocolate base.
  2. Immediately pour the fudge mixture into the prepared pan and smooth the top, then chill until firm, about 2 hours.
  3. Optional: Sprinkle sea salt flakes on top before chilling.
